Health Information Management System (HIMS)

Health Information Management System (HIMS) is one of the strategic responses of NIGCOMSAT to the critical health situation in Nigeria by providing a robust health database and easy means of identification for patients. Computerization of the medical records and documentation will surely result in effective and efficient data management and information dissemination in the hospitals with high data integrity and accuracy.

Health Information Management System (HIMS) using Radio Frequency Identification (RFID) is an urgent intervention in Nigeria’s health sector to achieve the following objectives:

  • To provide a unique means of identification of patients at the hospitals using RFID Cards
  • To help in maintaining a totally secured database of Patients and hospital information. This information can be available at fingertips on a need to know basis.

Olubuster is an anti-counterfeiting system developed at the Centre and also adopts RFID technology. Its purpose is to detect counterfeit products such as drugs, food, antipiracy device for entertainment industry (film, music, ticketing), document protection (tax clearance, vehicle license, land allocation documents, insurance cover notes).

Whenever a product is sold, the retailer or consumer can securely and reliably authenticate the product using the RFID label/tag and RFID Interrogator or Hand-held RFID PC. The RFID Interrogator (reader) or Hand-held RFID PC identifies only the authentic label/tag attached to the product package and if the security keys match.

Time and Temperature Display

This displays the time and temperature of its ambient environment (even after power failure). It consists of a temperature sensor and four 8-segment displays, an RTC clock and an RS232 serial port for communication with a computer system. These are popularly seen on large electronic billboards in Nigeria.

This display gives the two most common information to clients and can be used indoor and outdoor or as the customer specifies.

LED Scrolling Message

Scrolling display board is a common sight today. Advertisement is going digital. The use of led scrolling display board at big shops, airports, staff rooms, street signs, cinemas/theatres, shopping centers, railway station, bus stands, BRT buses and educational institutes is becoming an effective mode of communication in providing information to the people.

The electronic message display is intended for both indoor and outdoor purposes. The moving message display employs LED (Light Emitting Diode) technology, which is known for its reliability, legibility and ease of maintenance.

The message display system will have the capability of connection to a PC for reception of continuous stream of accurate real-time information, making it attractive for use in financial and commercial environments where timely display of up-to-date information such as stocks and share prices, news headlines and sport scores is crucial. This product is a reprogrammable device that has an internal memory, which takes about 1000 pages of a textbook. It displays the message that is stored in memory.

Tracking and Fleet Management

Our asset tracking solution combines the so-called G3 technologies (GSM, GPS and GIS) into a seamless tracking module which can be installed in mobile assets such as vehicles. We developed a unit consisting of a GPS receiver, a GSM modem and a microcontroller.

The GPS receiver helps determine the coordinates of the unit at any time. Parameters obtained by the GPS receiver includes: latitude, longitude, altitude, time, heading, and speed. Using the GSM modem, these parameters can be relayed to a remote base-station which could be a PC or cell phone equipped with GIS software. The GIS software on the base station is used by the end user to determine the asset’s current location. The base station can also be used to issue commands to be executed by the microcontroller on the tracking module.

RFID Biometric Voting System

The E-voting system is a novel invention of a reliable, secure and always available electronic voting system that adopts two mature technologies for its implementation; RFID (Radio Frequency Identification) and biometrics. The unique combination of both technologies provides an offline system with intrinsic voter authentication as well as instant check for multiple voting and an anti-rigging mechanism. Complementing this system is a web application for real-time display of election results to the public.

The e-voting system is made of the following subsystems: registration, authentication/verification and voting. The registration application is used to collate eligible voter data, including biometric data, for storage in a central database. A verification application is utilized to verify voters on day of election before onward advancement for voting. The voting process includes a voting application with an RFID and biometric readers for voting.

Staff Attendance and Access Control System

System Overview

In the continuous global drive to enhance workers’ productivity and service delivery in offices and organizations, the PCB & Microelectronics Centre using world class indigenous technologies and international standards, has successfully designed, implemented, tested and deployed an RFID-based Staff Attendance and Access Control System (RFID-SAACS).

Radio Frequency Identification (RFID) is a contactless technology that can be utilized to upgrade and update manual and antiquated methods of monitoring attendance and access control of management both in the public and private sectors and also strategic installations.

The system is designed to reduce various inefficiencies beginning with easy manipulation of time stamps in attendance registers and the inability to monitor and limit staff and visitor access to controlled areas within an organization; thereby increasing value and efficiency of the monitoring and control of staff attendance and access control.

The system is also web-based for remote access and administrative operations, thereby enabling wireless query, communications, and data exchange monitoring from any part of the world. Privileged users are also provided with the ability to log onto the system for real-time view of attendance and access details as well as archived data (history) based on their access rights. In addition, reports can be generated on-the-fly by Human Resource personnel by querying the system based on staff name, department and other parameters for checks on truancy, absenteeism etc. In addition, the package enables digital printing of each staff details including photos on RFID cards to serve as a means of physical identification.

The primary functions of the SAACS include:
  1. Tracking employee’s activities
  2. Security enhancement through controlled access to restricted or sensitive areas,
  3. Management of employee’s data or information, and
  4. Improve employees’ productivity

The RFID-SAACS is a vital tool for staff management, administration, and monitoring system that will impact tremendously and positively on staff attitude to work as time theft by staff will be completely eliminated. The logged data can also serve as a means of staff monthly appraisal. It is pertinent to note that additional utilization of the RFID-SAACS system includes integration into Payroll system to facilitate precise salaries computation and payment based upon vetting of employees’ overall performance etc.

Development Control Information System (DevCIS)

NIGCOMSAT has developed a comprehensive portfolio of software solutions known as Development Control Information System (DevCIS) to integrate all activities of Development Control online and real-time. Development Control ensures the orderly and rational development of land to create sustainable human settlements that accommodate a variety of land uses.

The efficiency of Development Control can only be achieved using an integrated platform that would allow for creating, updating and tracking of Planning Authorizations, Building Control Authorizations, Geospatial and Planning Information, Monitoring and Supervision of construction sites and Granting and Achieving of all approvals electronically.

The system is also capable of housing reports on site investigation, rendering warning notices, control actions and reports on certain decisions made by the Development Control online and real time. Enquiries from the database will be possible from desktops at various offices, from the Internet and from Mobile phones of users.
